The Tim McLean murder occurred on the night of July 30, 2008. McLean, a 22-year-old Canadian man, was stabbed, beheaded and cannibalized while riding a Greyhound Canada bus about 30 km west of Portage la Prairie, Manitoba, traveling in Trans -Canada Highway. On March 5, 2009, the McLean killer, a Canadian-Chinese man in his 40s, Vincent Weiguang Li (simplified Chinese: ??? ; traditional Chinese: ??? ; pinyin: L? W? igu? ng is generally just called Vince Li) (born April 30, 1968), now known as Will Baker, was found to be not criminally liable for murder and handed over to a high-security mental health facility in Selkirk, Manitoba, where he was detained until being released in May. 8, 2015.

Incident
The incident took place near Portage la Prairie, Manitoba, during a trip from Edmonton to McLean's hometown of Winnipeg.
At 12:01 pm on July 30, 2008, Tim McLean (October 3, 1985 - July 30, 2008), a carnival hitter, returned home to Manitoba after working at a fair in Alberta. He departed Edmonton on the 1170th bus Greyhound bus to Winnipeg, via the Yellowhead Highway through Saskatchewan. He sat in the back, a row in front of the toilet. At 6:55 pm, the bus departs from a stop at Erickson, Manitoba, with a new passenger, Vince Weiguang Li. Li, described as a tall man in his 40s, with shaved heads and sunglasses, originally sat near the front of the bus, but moved to sit next to McLean after a scheduled break. McLean "barely acknowledged" Li, then fell asleep on the window pane, headphones covering his ears.
According to witnesses, McLean was sleeping with headphones when the man sitting next to him suddenly produced a large knife and started stabbing McLean around his neck and chest. The bus driver stopped at the curb so that he and all other passengers could get out of the vehicle. The assailant then chop off McLean's head and show off his broken head to the other passengers standing outside. The driver and two others had tried to save McLean but were expelled by Li, who cut them from behind a locked bus door. Li then returned to McLean's body and began cutting other parts and eating some of his victims' flesh.
At 8:30 pm, Canadian Equestrian Police (RCMP) at Portage la Prairie received a report about a stab at the Greyhound bus in the west of the city. They arrived to find the suspect still on the bus, prevented from running away by other passengers, bus drivers, and a truck driver who had provided a crowbar and a hammer as a weapon. The other passengers swarmed by the side of the road, some of them crying and vomiting. When the previous suspect tried to escape by riding a bus, his driver had used an emergency immobilizer system, making the vehicle inoperable. Witnesses have watched the suspect poke and cut off McLean's body, and carry the cut off McLean's head.
By 9:00, police were at loggerheads with suspects and had summoned special negotiators and fully armed tactical units. The suspect alternately swung the bus length and defiled the corpse. The police officer then watched as Li ate the body parts. Meanwhile, stranded passengers were transported from the scene to be interviewed in the Brandon RCMP detachment. The RCMP officer was reported to hear Li say, "I have to stay on the bus forever."
On July 31, 2008, at 1:30 am, the suspect tried to escape from the bus by breaking into the window. RCMP captures Li soon afterwards. He was shot with a Taser twice, handcuffed and placed behind a police car. The body part of the victim, placed in a plastic bag, was taken from the bus, while his ears, nose, and tongue were found in Li's pockets. The eyes of the victim and part of his heart were never found and alleged to have been eaten by Li.
At 10:00 am, representatives from Greyhound took other passengers to a local shop to change their clothes, which remained on the bus. They arrived in Winnipeg at 3:30 am. that day, to be reunited with family members and friends.

Vincent Weiguang Li, commonly known as Vince Li, was born in Dandong, Liaoning, China, on April 30, 1968. In 1992, Li graduated from Wuhan University Institute of Technology with a Bachelor of Science degree in computer science. From 1994-1998, Li worked in Beijing as a computer software engineer. Li immigrated to Canada from China on June 11, 2001 (though some newspapers mistakenly reported 2004) became a Canadian citizen on November 7, 2006. Psychiatrist Stanley Yaren, who later examined Mr. Li, said Ms. Li was hospitalized in 2003 or 2004 after an incident with Ontario Provincial Police.
He worked in Winnipeg in grueling work at Grant Memorial Church for six months to support his wife, Anna. Father Tom Castor, who hired Li, said he looked happy to have a job and was committed to doing it well, despite language barriers with other members of the congregation.
"I think he sometimes gets frustrated at not being able to communicate or understand," Castor told CTV Winnipeg. "But we have very patient staff and he seems to respond well." Castor also said Li showed no signs of anger or other problems before he quit in the spring of 2005. He works as a forklift operator in Winnipeg while his wife works as a waitress.
Li first moved to Edmonton in 2006, suddenly leaving his wife alone in Winnipeg until he joined him later. His work included services at Wal-Mart, at a fast-food restaurant, and newspaper delivery. His delivery boss, Vincent Augert, described Li as a reliable, hardworking man and showed no signs of trouble.
Four weeks before the killing, he was fired from Wal-Mart after "disagreement" with other employees. Shortly before the incident, Li asked for leave from his delivery job to go to Winnipeg for a job interview.
July 29, 2008
At 12: 05:00 July 28 in Edmonton, Li boarded the Greyhound bus that led to Winnipeg.
On July 29, around 6 pm, Li got off the bus in Erickson, Manitoba, with at least three pieces of luggage, and spent the night on the bench next to the grocery store. According to one witness, he was seen at 3 am. Sit up straight with your eyes wide open.
On the morning of July 30, still on the bench, he sold his new laptop computer to a 15-year-old boy, Darren Beatty, for $ 60. The laptop was confiscated by the RCMP as evidence; the boy was then given a new laptop for his honesty by an anonymous entrepreneur.
Garnet Caton's witness said the assailant did not seem to notice anyone else when the stabbing took place, adding he was surprised by how quiet the man was. "There's no anger or anything, he's like a robot, stabbing that person," he said. When he appeared at the Portage la Prairie courthouse on a second-degree murder charge, the words Li reported only a plea for someone to kill him.
Trial
The Li trial began on March 3, 2009, with Li claiming to be irresponsible criminally. This means that he accepts that the offense took place but he claims that he can not form the necessary mental element or mens rea . The psychiatrist says that Li did the attack because the voice of God told him that McLean was an evil power and would execute it. The presiding judge, John Scurfield, received the diagnosis, and decided that Ms. Li was not criminally responsible for the murder. Ms. Li was transferred to the Selkirk Mental Health Center.
Aftermath
A week after the attack, Greyhound Canada announced that they were pulling a series of national ads that included the slogan, "There's a reason you've never heard of bus fury." This incident has caused many calls and petitions demanding increased security on intercity buses.
After the incident, People for the Ethical Treatment of Animals tried to run ads on Daily Daily Graph that compared the McLean murder with animal consumption. Newspaper publishers refuse to run ads.
The McLean Family has filed suit for $ 150,000 against Greyhound, Canadian Attorney General, and Vince Li.
On June 3, 2010, Mr. Li was given a supervised outdoor walk in his mental health facility selected by the provincial review board.
On February 16, 2011, two passengers, Debra Tucker, from Port Colborne, Ontario and Kayli Shaw, from London, Ontario filed suit against Li, Greyhound, RCMP, and the Government of Canada for beheading. They each looked for $ 3 million in damages. On July 14, 2015, the two women canceled their lawsuit.
On May 30, 2011, the CBC reported that Li responded well to psychiatric treatments and that his doctor had recommended that he receive more freedom, gradually in months.
On May 17, 2012, the National Post reported that Li had been granted a temporary permit that would allow him out of the Selkirk Mental Health Center for a visit to the town of Selkirk, overseen by nurses and peacekeepers. In an interview, Li spoke for the first time, saying that he began hearing "the voice of God" in 2004 and that he wanted to save people from alien attacks.
On February 27, 2014, the CBC reported that on March 6, Li would be allowed to undertake unattended visits to Selkirk, starting from 30 minutes and extending to a full day's travel. Since 2013, he was allowed to conduct supervised visits to Lockport, Winnipeg, and nearby beaches. The visit then became relaxed.
On July 17, 2014, Toronto Sun reported that one of the first officers at the scene, Corporal Ken Barker of the RCMP, had committed suicide. The family stated in his obituary that he suffered from post-traumatic stress disorder.
On February 27, 2015, CBC News reported that Li was given an unattended day to visit Winnipeg as long as he was carrying a functioning mobile phone while using it.
On May 8, 2015, CTV News reported that Li would be given permission to the group's home in the community.
In February 2016, it was reported that Li had officially changed his name and tried to leave his group's home to live independently. He won the right to life on February 26 on the recommendation of the Review Board of Criminal Procedure Code.
On February 10, 2017, the Manitoba Criminal Review Council ordered Li to be dismissed. Li was given absolute liberation. There will be no legal obligations or restrictions related to Li's independent life.
