Portlight was founded in 1997 as an organization to help people with disabilities, by people living with disabilities. In 2008 through co-founder and board chairman Paul Timmons, Jr., Portlight assisted Patrick Pearson of the Weather Underground in arranging aid for victims of Hurricane Ike in Texas. This led to a lasting partnership with the Weather Underground and a change of focus on disaster relief, especially for "underserved, underserved and forgotten," people with disabilities and in rural areas. Since then, Portlight has hosted an annual fundraising walkathon called walking aid in communities around the US, with Weather Underground as a sponsorship partner. In 2010, Christopher and Dana Reeve Foundation awarded Portlight a $ 21,500.00 grant in cooperation with the US Centers for Disease Control and Prevention to pay for a deployment aid module that can be deployed to help people with disabilities in the first two weeks after a disaster.

Assistance activities
An example of a disaster in which Portlight partnered with individuals and groups to provide assistance:
- 2005: Help for victims of Hurricane Katrina who are disabled.
- 2008: More than $ 500,000 worth of goods and services sent to victims of Hurricane Ike, as well as pizza for residents of the ruined Bolivar Peninsula and relief workers and Christmas parties for residents of Bridge City, Texas.
- 2010: Relief for victims of the 2010 Haiti earthquake, especially durable medical equipment for the disabled, working with, among others, flawed attorneys Thomas K. Small
- 2011: Help for victims of the 2011 Super Plague in communities including Arab, Alabama; Cullman, Alabama; Ringgold, Georgia; Chattanooga, Tennessee; and Bristol, Virginia. Assistance was also provided to survivors of the Joplin 2011 tornado and Hurricane Irene.
